The 1892 Gaming Act made an exception to the Totalizator (totalizer) board. This was allowed on track betting on race courses in Britain, but betting and gambling were still illegal until 1960 (except for football clubs). The 1960 Law saw the final withdrawal of the 1845 gaming act.

However, until 1960 it was legal to post by post or by phone. Many bookmakers came through using runners who would make use of a public phone to the bookmaker. Mr. William Hill is a famous early booker who did what he could to circumvent these laws.

The 1960 Betting and Gaming Act made famous the limit of offsite bets and led to the opening of the first bets in 1961. Many call this the beginning of the end for windhound races and some smaller horse races in particular.

This worked well until the end of the 20th century, but new forms of betting, such as slot machines and critical internet, meant that new legislation was needed. This was seen in the form of the 2005 Act and the 2014 Bill.
